Ibrahim Munawwar

 Munawwar is the Managing Partner and co-founder of Munawwar & Co. He holds a Bachelor of Laws (LL.B) with Honors from the University of London.

Munawwar specializes in Corporate, Commercial and Tax law. His practice also encompasses advising clients on foreign investment, commercial arrangements involving drafting and review of legal documents.

He previously worked as the Lead Counsel of the Maldives Inland Revenue Authority (MIRA) where he advised the MIRA with respect to all areas of tax law, including criminal prosecution matters, drafted and reviewed tax legislations and internal policies of the MIRA and represented the MIRA in several complex tax cases, tax recovery, tax audits and investigations – which resulted him to gain substantial experience, exposure and insight to the Maldivian tax regime.

Having frequently appeared before the Supreme Court, High Court, Civil Court, Tax Appeal Tribunal and Employment Tribunal of the Maldives, Munawwar is well experienced as a litigator.

He is also a Licensed Notary Public in the Maldives.

hussain amir

Senior Tax Advisor

Hussain is a tax professional with over a decade of experience in taxpayer education, tax accounting, international taxation, and enforcement. He holds a Master of Taxation from the University of Sydney, and a Bachelor of Business Management from GITAM University, India.

He previously served at the Maldives Inland Revenue Authority (MIRA) in various senior roles, including Director of the Taxpayer Education Division. In this capacity, he led technical guidance initiatives, advised on complex taxpayer queries, and managed training programs for taxpayers, tax agents, auditors, and MIRA staff. He also has managerial experience in tax enforcement operations.

Hussain was a member of MIRA’s Technical Committee and the Technical Support to the Legal Team Committee, where he contributed to the interpretation of tax legislation and provided technical input in legal matters. He represented MIRA in international forums, including the OECD’s Task Force on the Digital Economy, and served on the Tax Committee of the Maldives Institute of Chartered Accountants.

He specializes in domestic and international tax compliance, tax policy, and treaty law, with particular interest in cross-border taxation and the OECD’s two-pillar solution.

He is the author of “Tax Treaty Implementation in the Maldives: A Double Standard in Practice”, published in the Asia-Pacific Tax Bulletin, IBFD (2024).
